There are numerous obstacles to the transfer of technology to developing countries. The WTO Working Group on Trade and Transfer of Technology was set up in 2001, as a result of a request by some developing countries. Its mandate is to examine the relationship between trade and transfer of technology and of any possible recommendations on steps that might be taken within the mandate of the WTO to increase the flow of technology to developing countries. 

A Communication from Cuba, India, Indonesia, Kenya, Pakistan, Tanzania and Zimbabwe was circulated on 5 May 2003 to the Working Group on key obstacles and possible recommendations on steps to increase flows of technology to developing countries.
